Originaire du Jiangxi, diplômé de l’École militaire du Hubei, Deng Zuyu participe au Mouvement de protection de la Constitution (hufa yundong 護法運動) de Sun Yat-sen et à l’Expédition du Nord (beifa 北伐). Vice-commandant en chef du VIe corps de l’Armée nationale révolutionnaire, il dirige par la suite le bureau des Affaires générales des chemins de fer de Nanxun au Jiangxi, siège dans le Comité d’épuration du GMD au Jiangsu et sert comme chef du bureau de Sûreté publique de Wuxi. Durant la « décennie de Nankin », il participe aux côtés de Chen Qun au mouvement anti-Jiang Jieshi de Hu Hanmin.
En 1938, Deng intègre le Gouvernement réformé (weixin zhengfu 維新政府) comme chef du bureau des Affaires générales du ministère de l’Intérieur que dirige Chen Qun. Sous le gouvernement de Wang Jingwei, il est l’un des responsables du ministère de la Police (jingzhengbu 警政部) et prend la direction de l’École centrale des officiers de police (zhongyang jingguan xuexiao 中央警官學校). Lors de la création du gouvernement provincial du Jiangxi en 1943, il occupe brièvement le poste de gouverneur de mai à décembre. Il siège également dans plusieurs comités comme celui des Affaires militaires (junshi weiyuanhui 軍事委員會).
Arrêté à Nankin en novembre 1945, il est condamné à une peine de 14 ans de prison en février 1948. Ses juges expliquent leur clémence par le fait que, d’après le témoignage du magistrat du district de Xingzi, Xia Wei 夏煒, Deng a obtenu la libération de plus de 120 résistants durant son mandat de gouverneur. Il s’est, de plus, rendu aux autorités nationalistes, ce qui joue en sa faveur. On ne connaît pas la date ni les circonstances de sa mort.

During the “Nanjing decade”, Deng participated with Chen Qun in Hu Hanmin’s anti-Jiang Jieshi movement.
In 1938, Deng joined the Reformed Government (weixin zhengfu 維新政府) as head of the General Affairs Bureau of the Ministry of the Interior headed by Chen Qun. Under Wang Jingwei’s government, he was a senior official in the Ministry of Police (jingzhengbu 警政部) and took over the head of the Police Officers Central School (zhongyang jingguan xuexiao 中央警官學校). When the Jiangxi provincial government was established in 1943, he briefly served as governor from May to December. He also served on several committees such as the Military Affairs Committee (junshi weiyuanhui 軍事委員會).
Deng was arrested in Nanjing in November 1945 and sentenced to 14 years in prison in February 1948. His judges explained their leniency by the fact that, according to the testimony of the magistrate of Xingzi district, Xia Wei 夏煒, Deng had obtained the release of more than 120 resistance fighters during his term as governor. In addition, he had turned himself in to the Nationalist authorities, which worked in his favor. The date and circumstances of his death are unknown.
