Natif de Haifeng (Guangdong), Chen Juemin adhère à la Ligue jurée (tongmenghui 同盟會) alors qu’il est étudiant en droit à Tokyo avant de participer à la Révolution de 1911. Proche du principal rival de Sun Yat-sen à Canton, Chen Jiongming, il perd ses fonctions officielles à la chute de ce dernier en 1923.
Réfugié à Hongkong au début de la guerre, il est recruté par Peng Dongyuan pour participer au Comité de maintien de l’ordre (zhian weichihui 治安維持會) de Canton, fondé le 20 décembre 1938. À l’été 1939, les troupes japonaises s’emparent de la zone de Chaoshan et son chef lieu Shantou, à l’extrémité orientale du Guangdong, à la frontière avec le Fujian. Faute de trouver un collaborateur à son goût pour diriger le Comité de maintien de l’ordre de Shantou, l’occupant fait appel à Chen Juemin, qui en prend la tête après sa fondation le 1er juillet 1939. Le développement de cette organisation étant gêné par l’absentéisme de Chen Juemin, qui préfère rester à Canton, les Japonais la remplacent, dès le 15 août, par un Comité de reconstruction (shanhou weiyuanhui 善後委員會) dont la gestion est confiée à un groupe d’hommes originaires de Xiamen dirigé par Zhou Zhizhen 周之禎.

Born in Haifeng (Guangdong), Chen Juemin joined the Tongmenghui 同盟會 while a law student in Tokyo before taking part in the 1911 Revolution. Close to Sun Yat-sen‘s main rival in Guangzhou, Chen Jiongming, he lost his position when the latter fell in 1923.
Having fled to Hong Kong at the beginning of the war, Chen was recruited by Peng Dongyuan to participate in the Guangzhou Peace Maintenance Committee (Zhi’an weichihui 治安維持會) founded on December 20, 1938. In the summer of 1939, Japanese troops seized the Chaoshan area and its capital Shantou, at the eastern end of Guangdong, on the border with Fujian. Unable to find a suitable collaborator to head the Shantou Peace Maintenance Committee, the occupiers called upon Chen Juemin, who became its head after its foundation on July 1, 1939. However, Chen refused to leave Guangzhou. As the development of the Shantou Comittee was hampered by his absenteeism, the Japanese replaced it, as of August 15, with a Reconstruction Committee (Shanhou weiyuanhui 善後委員會), the management of which was entrusted to a group of men from Xiamen led by Zhou Zhizhen 周之禎.
